A scanned or merged PDF often ends up with pages in the wrong order, sideways scans, or pages you don't need at all. Rebuilding it cleanly shouldn't require expensive software.

Three fixes solve almost every scanned document: delete the blank reverse sides, which on a double-sided scan can be half the file and add weight without adding anything; rotate the pages that came in sideways, because a reviewer tilting their head to read a table reads it worse; and move appendices behind the main document, which is where whoever opens it expects them.
Rotating here is not the same as rotating in your viewer. Many readers turn the page on screen only, and when the file is printed or opened by someone else it comes back sideways because the rotation was never written into the document. The rotation is applied to the file itself and survives in the downloaded PDF — which is what you need the moment it leaves your machine.
Deleting pages reduces file size far more effectively than compression when what is spare is whole sheets: removing ten blank reverse sides removes ten full-page images. The efficient order is organise first, compress second, and only if the file still exceeds the limit.
Page order is not an administrative detail. Whoever opens your submission reads the first page and skims the rest, so a bundle that opens on a supporting document instead of the application itself reads badly no matter how good the content is.
Once the document is clean and final, run it through Flatten PDF so the recipient cannot reorder it. Your file is processed and then deleted from the server, and the original on your device is unchanged.
