For a single page of text or a grayscale scan, yes. For a colour document of several pages, usually not — there is a hard floor set by the fonts and images the file must carry. Split the file or reduce the scan resolution first.
Three things help, in order of impact: split out the single page the form needs, re-scan in grayscale instead of colour, and remove embedded photos you do not need. Then compress again.
Text stays sharp and selectable because it is stored as characters, not pixels. It is the embedded images that lose detail at this level — which is why a text-only page reaches 50KB comfortably.
